On November 19, 2008, The Lodi City Council, city manager, and city staff considered underwriting a Greenbelt proposal that would (if enacted) forever change the concept of Lodi. The proposal outlines some of the options for a greenbelt (or leapfrog development) between Lodi and Stockton in the form of cluster zoning.

The alarming fact about this proposal is that the area in question is outside Lodi’s sphere of influence and in county controlled land. What the CC/city manager are proposing is building a line of defense (in the form of commercial buildings, a wider road, and cluster homes on acreage) from the invading marauders of Stockton. It is conceivable that our city leaders are pushing to become developers outside the boundaries of Lodi by pursuing this type of zoning at Lodi’s expense.
